HRS Consulting is a founding partner of Agile4Vets (A4V)—an all-SDVOSB joint venture with Oxford Government Consulting and 4th Sector, created to serve the Veterans Health Administration. In September 2025, A4V was awarded a position on the VHA Integrated Healthcare Transformation (IHT) 2.0 contract, a multiple-award vehicle for delivering Veteran-centric healthcare transformation across every VA healthcare market in the United States.
HRS contributes the High Reliability Organization practice, human and tactical performance programs, and training-and-workforce-transformation expertise that anchor A4V's healthcare-transformation delivery—complementing Oxford Government Consulting's work on the VA's largest disability-claims contract and 4th Sector's enterprise-modernization experience.
HRS also serves as a Veteran Integrated Team Agile Lead (VITAL) on VHA's original Integrated Healthcare Transformation (IHT) IDIQ—the predecessor vehicle to IHT 2.0. That earlier program established the delivery model, Veteran-centered agile practices, and past performance that carried directly into the IHT 2.0 award, giving A4V a proven foundation as it scales healthcare transformation across every VA market nationwide.

In September 2025, HRS Consulting was awarded the Veterans Health Administration's Healthcare Technology Management (HTM) Professional Development Program Support and Training task order under the VHA Integrated Healthcare Transformation (IHT) vehicle. As prime, HRS is the training and workforce-development partner to VHA's HTM Program Office—the office responsible for ensuring the safe, available, and innovative medical technology that supports care across 1,298 VA facilities and more than 9 million enrolled Veterans. The program equips an HTM community of over 2,000 Clinical/Biomedical Engineers and Biomedical Equipment Support Specialists with the technical and professional skills their mission demands.
Under the task order, HRS plans, develops, delivers, and sustains a complete professional-development program: a catalog of instructor-led virtual courses spanning patient safety, cybersecurity, networking, DICOM/HL7, project management, leadership, and industry-certification preparation (CBET, CRES, CHTM, and CCE); course registration and delivery platforms; a KPI dashboard refreshed daily; a Training & Education SharePoint environment maintained through Agile sprints; certification trainings and exam vouchers; and full program-management support including board and subgroup facilitation, weekly reporting, and continuous course maintenance under the ADDIE model. Performance is governed by a Quality Assurance Surveillance Plan tied to federal CPARS ratings—reflecting the same High Reliability discipline that defines every HRS engagement.
